Project Introduction

On December 21, 2023, RWE announced it had acquired the Norfolk Offshore Wind portfolio from Vattenfall, with the purchase completed on March 27, 2024. For further details, please refer to the press release here.

The portfolio includes three offshore wind development projects located off the east coast of England: Vanguard West, Vanguard East, and Boreas. Each project is designed to have a capacity of 1.4 gigawatts (GW) and is situated 50 to 80 kilometres off Norfolk's coast in East Anglia, a region recognised as one of the largest and most promising areas for offshore wind globally.

These projects have already obtained seabed rights, grid connections, Development Consent Orders, and all other essential permits.

Site details

Once operational, Norfolk Offshore Wind Zone is set to be among the world’s most significant generators of clean, sustainable electricity for millions of homes across the UK each year.

These three projects will play a pivotal role in establishing and preserving East Anglia's status as a leader in the UK's renewable energy sector, placing the region at the forefront of our country's shift towards a more sustainable, low-carbon economy. They are expected to create hundreds of jobs locally and will keep supporting local and regional skills development programmes.

Notices

Norfolk Vanguard Draft Decommissioning Programme Consultation

Under Requirement 14 of the Norfolk Vanguard Offshore Wind Farm Order 2022 and the s.105 Notice under the Energy Act 2024, Norfolk Vanguard West Limited (NVWL) is required to consult with relevant stakeholders and submit a draft Decommissioning Programme for the Norfolk Vanguard Offshore Wind Farm (NVW) to the Department of Energy Security and Net Zero (DESNZ) for approval prior to the start of offshore construction. The consultation period starts on 15th November 2024 and closes on 20th December 2024.

Application for Marine Debris Clearance Campaign

The Norfolk Zone’s Development Consent Orders include a requirement for compensation due to potential effects on benthic ecology. As part of this compensation, the Projects have submitted a Marine Licence Application to investigate, and where possible remove, previously identified items of Marine Debris from the seabed within the Haisborough, Hammond and Winterton Special Area of Conservation.

The projects

The Vanguard West and Vanguard East projects are the most advanced, having secured most of the critical components required. The next significant step for these two projects is to obtain a Contract for Difference (CfD) in one of the future auction rounds.

RWE will also continue the development of the Boreas project.


Vanguard East

On 11th February 2022, following a period of redetermination, the Secretary of State for Business, Energy and Industrial Strategy awarded a Development Consent Order (DCO) to Norfolk Vanguard Offshore Wind Farm.

Located over 47km from the Norfolk coast, Vanguard East Offshore Wind Farm is a 1.4GW project that will deliver enough electricity to meet the needs of around 975,000 UK homes each year.

Vanguard East Offshore Wind Farm is fully owned, and being developed by, RWE (100%).


Vanguard West

On 11th February 2022, following a period of redetermination, the Secretary of State for Business, Energy and Industrial Strategy awarded a Development Consent Order (DCO) to Norfolk Vanguard Offshore Wind Farm.

Located over 47km from the Norfolk coast, Vanguard West Offshore Wind Farm is a 1.4GW project that will deliver enough electricity to meet the needs of around 975,000 UK homes each year.

Vanguard West Offshore Wind Farm is fully owned, and being developed by, RWE (100%).


Boreas

A Development Consent Order (DCO) was awarded to Norfolk Boreas Offshore Wind Farm by the Secretary of State (SoS) for the Department for Business, Energy and Industrial Strategy (BEIS) on 10 December 2021 (Order).

Located over 47km from the Norfolk coast, Boreas Offshore Wind Farm is a 1.4GW project that will deliver enough electricity to meet the needs of around 975,000 UK homes each year.

Boreas Offshore Wind Farm is fully owned, and being developed by, RWE (100%).
