RWE is in the process of developing a revised proposal for Carnedd Wen Wind Farm, located in Llanbrynmair Forest, a commercially owned forest in north-west Powys.

Both the Welsh Government and Powys County Council have developed strategies in response to climate change, with this proposal having the potential to make a significant contribution towards achieving Wales’ target of being net zero by 2050.

RWE will invest in local communities through offering a community benefits package and is open to considering shared or local ownership models.

Opportunities for peatland restoration within the site are also being explored.

Project history

RWE previously submitted an application to develop Carnedd Wen Wind Farm in 2008.

Following a lengthy period in the planning system, and despite a Planning Inspector’s recommendation for approval, the application was withdrawn in 2020 due to significant changes in the onshore wind industry since its submission.

A three-week informal pre-application consultation was held in November 2024 for the revised project, with the project information shared at that time available in the ‘Useful documents’ section below.

RWE would like to thank everyone who took the time to attend one of the consultation events, speak to the team, view the material online and provide feedback.

All feedback has been carefully reviewed by the project team and will be considered as the project continues to be developed.

Next steps

RWE is continuing to undertake surveys and assessments. The statutory Pre-application Consultation on the proposed development is currently expected to take place in autumn/winter 2025, at which point RWE will publish the full draft Environmental Statement, consult with the public and statutory consultees, and hold further exhibition events in the local area.

i. The ZTV indicates the Zone of Theoretical Visibility of turbines assuming a turbine tip height of 200m from a viewing height of 2m above ground level.  Please note that wirelines and photomontages are for illustrative purposes only and, whilst useful in helping understand the likely visibility of turbines from a particular location, are not considered to be completely representative of what would be apparent to the human eye.  Wirelines for example represent a ‘bare earth model’ and do not take account of intervening buildings or vegetation, and photomontages only present a view in particular lighting, weather and seasonal condition.
